If Elon was not a moron, I would suggest that this was a strategic move that he made right at the beginning. However, based on his other decisions of late, I would assume he simply stumbled into this while trying to look cool.
Looking at the results of a link tax in Canada, politicians and publishers did learn something. They learned that one of the possible outcomes would be for Meta to simply stop linking.
Rather than realize the underlying problem is the link tax is actually bad for their business, they added provisions in California to try to stop Meta from taking this step.
They have been learning, but they have been learning the wrong lessons.
I want great journalism. I want journalism to have a working business model. I want great journalists to provide insight and information that helps our society. I don't think a link tax can save it - mostly because I think it's been dead for a decade or two and has been replaced by a bias and useless shell of journalism that is more a mix of entertainment and propaganda than anything else.
Keep Techdirt going. It's small, independent news outlets like this that actually do provide something beneficial.
In any other case, destruction of evidence would result in charges. Laws do not apply to the police, that is why they don't worry about putting cameras in a locker room.

You need to stop living in this free for all fantasy land and start to understand that the only way content creators can make money is by giving up all their rights to someone that knows how to lock up the content, piss off the fans, and squeeze every last dollar out right at the beginning so there is no long term success.
