  You don't fire the offenders, you reorganize their departments so that their positions become redundant, and then you trim the excess positions. Honestly, if corporations can manage this simple maneuver, I see no reason why municipalities can't do the same thing.

  I don't think it's "tenancy" if you don't occupy the space. Books, movies, and other media are not land or premises. I believe the word you're looking for is probably something like "subscription".

  Behavior modification

  One of the most glaring faults of previous anti-cheat solutions is that penalties—if any were even imposed—were fleeting and visible only to the cheaters (kicks, bans, etc.). If Activision is able to reliably apply this solution to online gaming, cheaters will suddenly be shamed and punished in a much more public forum. This strikes me as a much more effective way to discourage bad behavior.
