The avrage game player playing an online game wants no cheats. Cheaters are a huge problem and break games fairly quickly since at some point you have to trust the game client sending data as unless your using Stadia, some code is local.
But there is also single player games, and with those mods are HUGE, and along with that cheats to make the game easier / harder or whatever. Hacking those games is big business and no one cares other then a few publishers or game designers who shout "thats not how your ment to play my game!" (This is where your idea of totally changing your copy of a book works best)
To be fair, for actual devs code and data are clearly differnt, code would be the core doom engine, data would be the WAD file the engine reads. Obviously todays games are not build with this clear split but the idea is the same. Graphics are data, Code is what renders that data in a specific way.
The apps and stuch are so bad right now that AVH = hard breaking, GPS tracking is not up to date on roads, so your driving through a field.
The app data is so awful its not worth it.
My general opinion would be yes, a Lobby is a place to do business with the police, its a limited resource that is subject to occupancy limits. The police use it for members of the public to make reports, people present themselves, and other normal actions given the course of busines. It is not a place to just "hang out".
On the other hand, if the lobby is not full, or near full, you cant really ask people to leave if their business is done, as its still a public space.
I would assume if people were hanging out with cameras all day the cops could use occupancy limits along with lack of business as clear guidelines to get people to move on, or put in a simple time limit.
None of this stops a group from rotating people through with cameras to keep watch on the cops.
Telcoms make BIG money allowing the amount of traffic scammers push into the system. Its like the old joke, "How much of my platform is porn? 97%" Well I don't have inside numbers, but number of calls attempted could easily hit those numbers.
Fine the Phone companies for allowing their networks to degrade into spam.
Why would a state not want to pay for the works of a body of research that is then incorporated into law. Technically the takings clause already covers this, those people indeed did hundreds of hours of work so we can have a safe fire and electrical code.
Then next year, pay for revisions to that work. Get a few staff to review it and validate they are doing updates (and not just moving deck chairs around).
This fixes most everything, the only real argument is the value, but since the works are being sold, it would not be hard to calculate how many copies are sold, add some overhead for DIYers, and heck, nothing stops them from going to all 50 states if their code is good.
Even better, if one state finds a problem, they can point it out. CA is very agressive at some clean air stuff, while other states want other things.
China wont use the law, they will attempt to use their monetary policy by attacking western money making projects like the NBA or allowing US airlines in China.

The people who vote for the GOP in many cases are on the lower end of the income scale and the only reason they get money is corporate donations because its good business to have both sides in your pocket. Consider simply enforcing IRS rules about politics and religion (cant tell people who to vote for, but EVERYONE does). Perhaps we could even provide a bounty system where people could record preachers breaking IRS rules and getting to sue Church's for breaking the rules. To make things more juicy removal of tax free status would do a good job at fracturing the powerbase that allows this kind of activity.

It would not be a big war, it could get dragged out a bit if Republicans still have control of some part of congress or the president, but it's totally something that could happen.
China creates "outrage" for anything on a long list of stuff China does not like. The local population cant really access Western websites at all. So when a basketball says something semi pro Taiwan or Hong Kong the censors are the ones creating the "Outrage Storm".
