  True, but giving the person/corp the claim is against time to provide that information before take down would help mitigate some of this issue. as well as previously suggested fines for false claims.

  How far? I'm a photographer (Mostly nature/landscape and wildlife) a normal shoot for me is 100 photos, 20-30 are good. So yeah $45 a pop (Each has to be registered separately) can get very expensive.

  He did not state what type of professionals his deputies are, so I guess professional criminals is a valid assumption.

  But with the human review, report bombing will more easily be detected and then the bombers can be banned through some method (Haven't thought on the method enough to have an idea of what might work, maybe nothing would completely, but something might come up that would greatly reduce it.)
