Nokia Scared of 3G IP Costs

Nokia is making a very strange request of companies that hold patents on intellectual property around 3G technologies. They are asking these companies to limit their licensing fees to no more than a total of 5% of the cost of a 3G device. Nokia hopes that such an agreement will keep costs down and help grow the industry. But I wonder if this is a request or a signal from the industry leader that they are not willing to pay any more than that. If Nokia is worried that these fees will hurt growth and stall the industry, the effects maybe much worse for secondary players.
