It's the Catholic Church, the Islamic Church, Christian Churches, Jewish Synagogues that have access to this information. I In short, if you've got the coin, you can buy any and all kinds of information on anyone in the world these days.
I think a better idea, one that would certainly save the states literal tons of moneys, would be to not allow vanity plates in the first place.
