Criminals Becoming CEOs of Dot Coms

So, a couple of months ago the CEO of Pixelon was arrested when it was discovered he was using an assumed name to hide from the law. Today we find out about another dot com CEO who lied about his past which included 3 years in prison for cocaine and weapons possession. He also lied about his educational background. Is there something about the dot com world that makes it attractive to convicts? And, how do these guys become CEO anyway? I guess due diligence doesn’t really mean much any more.
