DVD Jon To Sue Police

After being acquitted, not once, but twice, Norwegian “DVD Jon” Johansen is a bit upset that so much of his life has been wasted defending himself in court for simply writing some software to watch DVDs. He’s now planning to sue the police for being such a burden on him over the past four years. I’m wondering why he isn’t also suing the movie industry – since they’re the ones who kept pushing this case.

Why not sue the movie industry?
The movie industry is rich enough that they can spend $10,000,000 defending themselves against a $22,000 claim (and write it off as a cost of business if they lose) and not lose any sleep over it.
I’m going to guess that the Norwegian police force doesn’t have those same kinds of funds to draw on.
When you want big sums of money, you sue the guys with the deep pockets.
When you reasonable sums of money, you sue the guys with the smaller defense fund.
Why He Isn't also Suing the Movie Industry
I don’t think the movie industry took any direct action against him, did they?
On the other hand, could the police sue the movie industry to recover the costs incurred in pursuing a frivoulous prosescution undertaken at the industry’s bequest?
