Bashing Internet Voting

A federal election official seems to have something of a grudge against the internet. While he might have some valid points he goes on and on about the evils of the internet as if it’s some horrible monster that’s going to destroy us all. I’m wondering what the internet did to wrong this guy. I’m especially confused by the last quote, which sounds like the mutterings of a guy who was caught with child pornography on his computer. Of course, I have no idea how that statement relates to online voting.
