Sorry, but your 99% doesn't hold up according to a number of studies, Now if you had qualified it with "Criminal" being one who has been caught then maybe.
Numerous studies have shown that every adult here in the US has committed at least one felony each year (Maybe not the same one each year). There might be 1% that hasn't some years.
So that makes everyone of us criminals.

Not sure about other states. But here in Ohio, Legally when an LEO violates the law they lose the protection from prosecution. In reality if the prosecution is brought by a civilian (Or attempted by to be more accurate) They retain the protection. it is only removed if the LEO is busted by other LEO's.

Why kid ourselves. We all know the FBI's procedure for handling FIOA amounts to the person whose desk the FOIA request lands on searches their desk and if any document on or in their desk matches, everything except the words "and, or, and of" are redacted and the document(s) are sent to the requester.
If no documents are found in the individuals desk then the "No documents found" letter is sent.
I think the way to handle this would be to put the execs of the "collection agency" in a large room with their hands behind tied behind their backs.
The Artists they represent are then given small paring knives and told "to express their dissatisfaction with the execs in an artistic and creative means on the bodies of the execs."
