  They do this to all. The testing is geared towards weeding out those with an intelligence higher than average, so the courts were right.
  
  That doesn't mean that the police force doesn't weed out high intelligence. Just means they do it to everyone not just select few.

  Numerous studies have shown that every adult here in the US has committed at least one felony each year (Maybe not the same one each year). There might be 1% that hasn't some years.

  What is being discussed is about the average or normal American, that would be the person ringing up you "Smart Device" purchase, the person waiting your table in the restaurant...
  
  These people have a tendency to do most of their personal stuff online from home (Excluding google on their phones in this of course.)

  I've come to the realization that the patent office is using one of two methods to get the workers it needs.
  
  One: It is raising the workers from birth in an isolated government controlled environment with no input from the real world or ...
  
  Two: They only hire those with an IQ so low that they think a ballpoint pen is magic!

  Not sure about other states. But here in Ohio, Legally when an LEO violates the law they lose the protection from prosecution. In reality if the prosecution is brought by a civilian (Or attempted by to be more accurate) They retain the protection. it is only removed if the LEO is busted by other LEO's.

  How about remembering we are talking of areas where they most likely have no cable. So the lines are being used not just for the >46% who have phones but for the countless others who have no option but DSL for internet. So Yeah, they should maintain them.

  Why kid ourselves. We all know the FBI's procedure for handling FIOA amounts to the person whose desk the FOIA request lands on searches their desk and if any document on or in their desk matches, everything except the words "and, or, and of" are redacted and the document(s) are sent to the requester.
  
  If no documents are found in the individuals desk then the "No documents found" letter is sent.

  I think the way to handle this would be to put the execs of the "collection agency" in a large room with their hands behind tied behind their backs.
  
  The Artists they represent are then given small paring knives and told "to express their dissatisfaction with the execs in an artistic and creative means on the bodies of the execs."
