The difference is that they are not giving the authors any rights. The authors are long dead, and unable to exercise those rights. They are giving rights to corporations and middlemen.

Yep, because we all know this happened with the tape recorder and the VCR. My shelves overflow with 'copied' movies on VHS tape. Why, just the other day I traded a VHS copy of Ewoks: The Battle for Endor for an original VHS copied copy of Ferris Bueller's Day Off. Man, what a bargain! You know they stopped making movies entirely back in 1985, right?
The 20 year limits have little to nothing to do about changing the impact of infringement. It is more to release works into the public domain so they might influence the next big wave of culture. What was the last big thing? What influenced it?
