Polyurea coatings can’t be “cut” if they’re applied correctly. It bonds to the concrete. You would need power saws and blade changes to cut that coating, had it been applied and cured correctly.
The coating wont bond very well to stone or concrete that has been under water for near a century years unless you prep it meticulously. Also, I wouldn't be particularly surprised if a cheap and inferior product was used.
