  I think the republicans dropped it because they truly don't get it, and would rather drop something they don't understand than try to understand it.
  
  Maybe more democrats do understand the implications and truly are vouching to 'fix it' (without understanding exactly how much it's broken).

  This implies the accusations come from search engines and ISPs rather than web sites are blocked from search engines and ISPs.
