IMHO, a "good school" comes from good teachers, not good administrators.

AC did not say that the Columbine shooters were bullied.
I read his comment more as "If this is the way a kid gets treated for reporting bullying (and, as the first AC said, gets bullied more) that it could (not would, or did) lead them to snap (as in Columbine).
I see this more as a ploy to trademark the word 'Ultimate".
