  Not too worried

  I wouldn't worry too much about this. Spain has some pretty onerous laws but their enforcement is minimal to non-existent. This one is going to fall by the wayside very quickly.

  I don't want to make it another wikipedia (because it definitely has its issues), but it seems like the OED could have the menial work done by crowd-sourcing.
  
  If you wanted to have a bit more control, develop a github-like control environment where people can make commits and then the experts review. Others could vote on the commits so the experts could review the important/popular first.
  
  Building something like Ubuntu would probably take as long as the OED if they didn't use tools like launchpad and github.

  No, because in the speeding ticket situation, there is a possible positive outcome. I can choose not to speed and, hence, not get a ticket.
  
  If Romania chooses not to play ball with the trade agreement, they miss out on the revenue from free trade. If they do play ball, they risk getting sued for 2% of their GDP. Lose-lose situation.

  Hey India, instead of complaining and making some empty gesture, why not contribute the technology and standards that will enable a more distributed, secure, and robust internet?
  
  Or perhaps that wouldn't work because then THEY couldn't control the internet. Don't worry, India. We're on to you.

  So journalists are the only place to go now?

  [B]y declaring war on whistleblowers, the administration is almost guaranteeing that many fewer will use "official channels" to blow the whistle. That just makes them targets with the likelihood of getting no results. Instead, all this does is incentivize people to go the Chelsea Manning/Ed Snowden route of going directly to journalists to make sure the stories get out.
  
  Or, you know, to the Chinese or Russians or whoever else might be willing to grease the wheels. Seriously, reporting this type of stuff should be as frictionless and unfrightening as possible or people with issues will go the path of least resistance.

  Oops, wrong target...

  Seems to me that trying to infect computers that aren't patched and spamming infected email is targeting the wrong people altogether. The people with important information are typically patched and on the lookout for social engineering.
  
  I'm not sure how much valuable information they will get from granny with her malware infected Windows XP box. Although maybe she'll send them thousands of dollars in hopes they'll send her millions in return.
