I doubt it
That would be a fantastic deal if it were really at 15000 mAH (15 AH) battery .
But I strongly suspect it’s only 1500 mAH (1.5 AH). There’s an extra zero in there.
I don’t think a 15 AH battery would fit in a case that size.

Pretty sure it is 15000 mAH. If you look at the other pictures, you can see it’s pretty thick. I have a battery that’s just a little bigger that’s 20000 mAH so I think the description is correct.
Power packs are something I review quite a bit of for my blog, and you are right that there’s no way this is 15k mAh. But not because of the size. That looks like a pack that can hold 6 x 18650 cells. The good Panasonic cells go up to 3400 mAh so these packs can hold a lot of power. But most of the packs that contain 18650 cells have the cheap Chinese 1000 or 1500 mAh battery with not just a lower capacity, but a lower number of charge cycles. There’s almost no way to get a really good power pack other than building your own because just about every single one on the market cheaps out with the cells.
I don’t know why these companies do that when it’s so easy to test these packs. But they get away with it all the same…
