Hotspots Need Licenses In Italy?

I haven’t been keeping up to date on the details in all locations concerning WiFi as being “unlicensed” (I vaguely remember there were some issues in the Philippines last year), but it still strikes me as odd to learn that hotspots need to be licensed in Italy. Does anyone have more information on the details concerning this? If it’s true, then it’s no wonder that (as the article points out) Italy is lagging behind other European nations in WiFi buildout.
