Even as Kentucky is saying that broadband access is a basic human right, like running water and electricity, it’s still difficult to get high-speed internet access in some communities. As the article points out, the phone companies certainly aren’t treating DSL as a “must-have” utility. They’ve been very slow in upgrading their networks to handle DSL in certain communities – though, they say they’re making progress. However, more to the point, once they have upgraded the networks, they haven’t done much to let people in the suddenly accessible neighborhoods know about it.
