Rick Boucher Outlines His Fair Use Proposal

Rep. Rick Boucher, who still seems to be the only Congressman who is actually fighting for users’ rights in Congress when it comes to the entertainment industry, has outlined a number of proposals that he will be putting into a bill. I’d still like to see some more details, but the initial points about protecting fair use, and taking some power away from the record labels certainly sound good.

Rep. Boucher's track record
Rep. Boucher certainly seems to be on the side of the angels, and he (usually) says all the right things. However, it seems to me that he’s been “preparing to introduce legislation” on topics like this for at least two years now. While I can understand that carefully drafted legislation cannot be hurried (unlike, say, the USA Patriot act), the cost to a Representative of actually introducing a bill (as opposed to getting it passed) is so small that I’m beginning to view his utterances as nothing more than sound bites and contribution trolls. Does anyone have data on his actual record of accomplishments?

No kidding about the US Patriot Act … I know TONS of small “mom and pop” telco/ISPs that are totally not ready for it.
