Pump And Dump Spammer Settles With SEC

A guy who seems to have broken both trading laws and spamming laws has simply “settled” his charges with the SEC. They don’t indicate what the settlement entails. The guy spammed like crazy with a fraudulent email designed (successfully) to drive up various stocks. I’m sure there’s more going on behind the scenes that we don’t know about, but this seems like a clearcut case for sending this guy to jail. He spammed. The spam he sent was a fraud. Why are we slapping him on the wrist?
