China's ridiculous policy

China’s regulators have passed new rules that will not allow content portals to IPO , unless they spin-off their content business as a separate chinese company. This is totally nuts because, Sina.com and the other net portals will essentially be selling stocks of no value if they IPO, as the majority of the company will have been spun-off before.
