  Here's a thought

  Just shift all confiscated funds and property into the Education fund and if the PD seize significantly less then you KNOW what they were up to. If they still seize the same amount....at least it doesn't go in THEIR pockets.

  There you go misleading folks again. The laws of Thermodynamics state you can't really create or destroy anything...it is a closed system. This means that the supply of 1s and 0s is NOT infinite and so now your statement is attempting to force PACER to violate the law!

  Content vs. Transport Encryption...

  If I understand correctly, Content encryption would be placing your personal letter inside an envelope with TO & RETURN address info written on the outside. Nobody can read your letter but they can determine where it came from, where it is going, when it went there, etc. Transport encryption would then place your envelope inside another envelope without any of the other info on it and hand-carry it to the destination where it would be opened and then delivered to you.

  You should realize that ANY self-regulating industry has ridiculously low or slow standard compliance practices! Look at 1) Congress 2) any law enforcement agency 3) Airlines 4) Legal and Medical fields. If narcotics companies were self-regulating, instead of Medical Marijuana in many states, we'd have Medical Meth!

  By commenting on the perfectly legal way to purchase said product and convert it for personal use....he is aiding and abetting theft? So by this theory, if I advise you to purchase surplus computers from the government and then replace the OS with one which you purchased on your own, am I aiding and abetting people stealing home PCs and doing the same?

  Didn't get get convicted of a felony and that is what he was pardoned for? If so, then he is IN FACT a convicted felon...the fact that he was pardoned just means he doesn't have to pay the consequences for being one.
  
  It's kind of like getting elected to as President of the US without actually taking the job seriously...he's still the president without actually being THE PRESIDENT.
