  They're using a false equivalence. For example, I initially pirated Skyrim in order to test it out on my machine. When it finally dropped in price to a point I could afford, I bought it.
  
  That's not a lost sale, that's a delayed sale due to basic demand. This is how I build up my collection of games.

  I take issue with the "zero coat" aspect, but otherwise, fairly correct.
  
  The reason I take issue with it is that, whilst there is nigligible cost to the distributor, there is still a cost to the consumer, either through their Internet bills or through paying upfront for works to be made.

  However, for commercial infringement (that is, where the act of infringement directly accrues money, and NOT just ad revenues, but direct "yay, cash!" stuff) I'd say 100-200 times that amount, as it's solely for financial gain.
  
  Added to this, cyberlocker sites would be protected, at least in part, as you're paying for the storage, and not the distribution.
