  Just replace US Elections in that statement with the election in your country of choice. For an espoused democracy the states doesn't seem to actually like democracy.

  .. when parked ... It is illegal to operate a motor vehicle without plates on a public thoroughfare. Mind this system will only prevent driveby scanning when parked and nothing when driving.

  A good example of this is Trudeau during this latest election cycle in Canada.
  Much air time on his dumb as rocks behavior two plus decades ago but not actually insulting at the time yet hardly a peep about the oppositions ongoing slew of isms.

  Due to the nature and definition of conscience I would equate the sub modifiers relationship to the root word as similar to par and subpar.
  So below the level of conscience.
  As far as I know, and my Googlefu is weak at digging out usefultidbits, there is only a zero value and nothing in the negatives. Mind there is the realm of imaginary numbers, though the perview of political budgets, I stay well away from those since college.

  That seems all well and good intil you take a step back. Outside of commercial vehicles this is a vector for tacking people without the inconvenience of sticking a GPS in the fender. Any useful tools that ends up in the hands of law enforcement becomes a hammer.
