Technically, the 99-year lease was on Kowloon, the landward port for Hong Kong. The UK had Hong Kong in perpetuity. However, control of the island of Hong Kong was meaningless without control of Kowloon, so it was arranged for Hong Kong to revert back to the PRC as well. The UK tried to protect the residents as best they could, and the PRC did agree (however dishonestly) to terms which is it now abrogating.
