P2P for VOD has been tried by a major broadcaster. The first version of BBC iPlayer used P2P in 2007/8 but it was changed to direct download/streaming in part because both households and ISPs were unhappy at the bandwidth used.
It did have DRM so that wasn't a problem for P2P (used Adobe I believe).
