I don't have any figures on console vs PC piracy, but console piracy is at least something which is common. From Pandora's battery on the PSP to modchips in Xboxes to softmods on Wiis to CFW and flashcarts on the N/3DS, or even the simplest of all, burning a cd for a Dreamcast.
You can always just set up a RetroPie system instead. From what I saw in the TASbot section of this years AGDQ, the NES classic is evidently not that great an emulator. RetroPie can do a lot more than just NES games too.
