My guess is that the USPTO is more of a business than a government organization. Their thinking is probably let all patents through and then charge for have patents reviewed. And charge to nullify a patent, etc.

The US is a pure capitalist country, simple as that. If ti makes money flow, then it's all good. But I'd sure like to know how much the USPTO charges to process a patent, I bet it's a good chunk of green-backs.
What incentive is there to not approve patents? None. Bad patents promote lawsuits which puts more more in their potents and the lawyers' pockets.
The only way to take down the USPTO is to find a patent that will challenge its system or the US Government directly.

You can't really compare music, which is an art, to air, which is a necessity.
I can understand why an artist may not want their album sold for $4.00, it could well be the equivalent of stocking it in a discount bin at Kmart. It's cheap, must be because no one wants to buy it kind of perception. Unless I really know the band and have heard their music before, that album is staying in the discount bin.
Also, at $4.00 I can buy two albums or maybe 3 or 4 to be equal to a CD at HMV. But each album will get less play, less appreciation.
I'm all for low prices, but it can't just be done out right.
In the case where drugs are needed urgently and demand can't be met there should be a "medical patent marshall law" that would invalidate a patent until demands are met and patients are essentially out of the woods.
This same law could be used to lower ridiculous drug prices if profit margins are set too high.
