They probably have the databases created already, hence they won't have to create one, just fill the one(s) they have already up with data.
Various actors were involved to various degrees at various times in various parts of the ACTA negotiations.
We need a matrix of who they are (names of companies, NGO's, individuals, etc);
when they were involved (dates of meetings);
how involved they were (active negotiators, mere observers, etc);
what documents they had access too (with granular analysis of docs, ie, how redacted the docs were), etc.
and issues that cropped up (such as the EP demanding more access on such and such a date, etc)
We love Hollywood for making us suspend reality when watching their movies. They are the masters of this deceit.

Hollywood uses deceit to fool many into what is good for the masses via using our political representatives, via democracy, to get what Hollywood wants.
They frame their wanted laws and provisions as being good; to fight child porn, piracy, illegal this and that, and who can be against wanting to stop those things?
Those that go against Hollywood's stated intentions must be very, very bad persons indeed. Or so they frame it with their deceit.
I shall be researching and reporting all pro-ACTA (and the like) persons/organizations for infringements in an extremely vexatious manner.
If it is good for the goose, I think the gander should step up to the plate and show that they are willing to abide by their own draconian wishes.
As it is, I hope the UK Supreme Court decides in the recent Assange case that the UK Extradition Act is illegal, and that all extraditions of UK national to the US is halted until such a time as the Act is fair, proportional, and balanced.
