Thanks, that's exactly the point I was going to make. Any law that puts a person in the position of proving his innocence to keep from being ripped off is an abomination. Variants that require no judicial oversight to steal, keep, and spend a citizen's money are the worst.
All good techniques. Decentralization may be the hardest for government thugs to combat. Each person can figure out what needs to be done. Small groups of trusted friends can act together when necessary. It would take almost as many infiltrators as there are patriots to do more than moderately blunt the resistance.
How does it happen that one man has this power? Congress needs to assert its authority, not continue to cede it. The Executive is supposed to enforce laws, not make them up!

I'm glad to say this is one the thugs in government can't win. They can stamp their little feet and scream (just as they're doing in the meeting referenced here), but they can't enforce broken encryption on anyone. As a last resort, people can employ steganography, which conceals information inside a music or image file and also conceals that anything is being concealed. They'd have to stop the transmission of any such files (or pretty much any large file) to prevent this.
