For $29, GlassWire Pro for PC helps to visualize your past and current network traffic to help you better understand what is going on in the background. It alerts you to suspicious activity, allows you to block access by specific programs with its firewall, and uses limited resources so it won’t slow down your computer. The tools allow you to monitor specific applications and protocols, and the Pro version lets you monitor up to 3 computers.

bandwidth management / traffic shaping
The site says GlassWire Pro monitors these things, but does it allow THROTTLING by IP address, traffic type, software application, or port numbers?

In GlassWire, you can block by application only (or block all apps). You can always set firewall rules by adding a rule to the built-in Windows Firewall.
Mind you, you do get alerts for any application the first time that particular version of the app gains access to the network – at which point you can block it in the Firewall.
I’ve had it running on my computer for more than a year now, AFAICT, it’s caused no problems/conflicts whatsoever.
