Okay, this is getting ridiculous. The joke for a while has been that companies are now starting to IPO before they even launch (or, in fact, exist), but now one company is actually trying that. Their business model is to be a portal that gives away its own stock to users, but in order to be able to do that it has to be public first. The whole thing sounds very sketchy to me, and I doubt it will work, but sometimes I forget about the madness and stupidity of crowds when it comes to equities...
