the dog is an agent of the state. shouldn’t matter if it breaks free to conduct its own investigation. the dog needs a warrant as much as an officer needs one. if we allow non-humans to freely conduct investigations without requiring a warrant, then law enforcement will train animals to do their job, thus deleting the 4th amendment.
