And I'm a little concerned here; applying your advice to this situation seems to say to me that you want the FDA to approach ISPs to get the DNS servers they provide to their customers to not resolve these names?
While I agree that predictive policing is a bad idea, perhaps it could be used here simply to prioritize who gets body cams first while these departments spread the necessary purchases to achieve 100% coverage out over, say, 3 years.

I think he has a clue and knew exactly what he meant, but just didn't know the correct terminology. He either meant IP address or domain name by "website address" and meant the actual returned content by "website".
Though not knowing correct terminology makes it not unlikely that he is mistaken...
