    Probably not

    More likely, it will eventually turn out to support a request for more money/resources for this type of law enforcement.
    There is a sense of urgency amid the law enforcement community to beef up its digital sleuthing capabilities.

    See? It's already starting.

    I sense the oldest trick in the book here -- mislead people into thinking they can get away with something, so that their movements can be tracked.
