A Scottish scientist has received a grant to work on his plans to be able to create rainclouds. The system would use huge turbines that would suck water out of the sea, turn it into vapor, and shoot it up into the atmosphere. The idea, of course, is that this could be a cheaper method of irrigating land that needs water. It certainly has a mad-scientist-taking-over-the-world feel to the whole thing. I also wonder how much work is being done to determine what other effects such a system might have on climates and the atmosphere.
