Who Runs The Internet?

A NY Times article that tries to figure out who “runs” the internet. They point out that the internet has basically become a utility, but there isn’t an “Internet Inc” who keeps it running. Sure there are the backbone providers like Sprint, Verizon, and Worldcom, but they are really just keeping a part of the internet running. The article also mentions the dreaded Icann, and wonders whether the internet will always be able to react to problems that well. They talk to Bob Metcalfe who famously predicted that the internet would collapse on itself before the end of 1996.
