They do, its called a Safety Climb. You hook up a piece of equipment called a slider up to it. As you are climbing down, if you go faster than 3 ft per sec, it locks down. Unfortunately, too many people get annoyed with it and don't use it.
Free climbing is Illegal! But it is a quicker way of climbing and when being pushed hard from the bigger Telco's to complete the jobs quicker and for less money, some companies turn a blind eye to those free climbing. On a side note, the vast majority of climbing deaths is due to free climbing.
As a person that climbed towers for 12 years and now oversees crews that climb towers, i can tell you that OSHA does fine companies that have members fall. What they really need to do is fine the cellular carrier (ATT, Sprint, Verizon, etc.) as well. If they fined them a million dollars per major incident, they would stop hiring the tower companies that push crews to unsafe work speeds. Most tower companies have very stringent safety / training practices. They will fire anyone caught 'free climbing' immediately. Its the companies that put profit over safety that needs to be shut down.
Why even complain when you know its all a big mistake and USIS really didn't mean to do anything illegal. I'm SURE all of the millions they made in the process went to the poor and charities. You cannot convince me that USIS are not complete angels. I'm sure they are in the running for a new and improved Govt. contract that will make them even richer! Don't worry about sending them to jail because when they finally respond to the public, it will be to say 'i am deeply sorry for taking your taxpayer money and buying this new house'. If they don't keep a straight face, i'm sure its because they heard a good joke just moments before, and not because they think the Govt is a joke and the taxpayers deserve to be ripped off.
How is it that off duty police officers can legally stop travelers that are breaking no laws? If they can, that may lead to them forcing people to sign petitions, donate to the police departments favorite charity, or many other things.
What this article is missing is the fact that if they allow us to bring our drinks past security, we no longer have to purchase those same drinks at twice the price. Alot of the items on the restricted list you can purchase for a giant hike in price in any of the 'stores' past security. You can purchase a steel back scratchier!! Anyone with training can do major damage with that. If they allow us to bring what we want, the airports will see a massive drop in revenue. The TSA is doing what it is designed for. Protecting the airport. That also means protecting revenue.
My kids play a free online game called League of Legend. It is completely free but you can purchase several things in the game to 'complete' your toon. My children constantly spend part of their allowance on enhancing their toons.
The real reason the police do not want others to be warned of their speeding is due to revenue, plain and simple. When you flash your lights, you are reminding others to pay attention to the legal posted speed and to be safe. Police WANT/NEED to catch people speeding to make up what that county, city, etc has lost in other revenue. If it were a safety issue, then the police would welcome people reminding others to pay attention to the posted speed.
So, as a criminal, i can kill someone or rob a bank BUT record myself doing it.. then claim copyright and not allow any of the victims to tell anyone what happened. The police pick me up and i give them a FULL confession... BUT i record myself and they cannot use my confession.
How about a bill collector harassing you or breaking the law but recording it so you cannot file a complaint?
This is the type of thing that can get WAY out of control.

Hijacking ANY search, even if it is a typo search, is hijacking. Any explanation to the contrary is merely 'lawyer talk'... I wish judges would use the VERY simple analogy to see the truth... if it looks like a duck, swims like a duck, and quacks like a duck, it IS a duck.
This is how a police officer should handle himself. The camera guy was obviously trying to provoke anything at all and the police officer stayed calm and did as he needed to do. I wish he worked in my district. He could teach the police around my home a thing or two.
for now, they RIAA has tons of support from all the bribes, but there may be a time, hopefully soon, when they have someone in the Govt with power that does not like them. I say search the RIAA and see just how many bribes they have given out to get the results they always want. See how many torrents they themselves have posted just to whine and bitch about it later.
I would love to know how many companies they have hired to put out false torrents with the same name as the movie the RIAA has at the movie theater, then force the RIAA to explain how come it is illegal to download the movie torrent when they are themselves paying companies to put them out there. All of this information is on the RIAA computers.
I think the RIAA should sign an agreement to voluntarily forgo the protections of the 4th Amendment. Mabe then we will take them seriously.
