What on Earth is going to power both the transmitter and computer on these devices, not to mention what will keep is flying? Solar power and inverters can only offer so much. I am really curious what their plans are to launch such a device and keep it powered. Weight is also a factor in terms of how much "fuel" or in this case power is needed to lift and object off of the ground.
Something tells me that isn't anything more than an ambitious idea. It's possible, but one server would be expensive to keep in the air and then factors like weather (lightning, cyclones, tidal waves) and other things are to be considered.
Speaking of big newspapers, have you heard of this Australian run and philanthropist funded news website called The Global Mail? http://www.theglobalmail.org/ - it's non-ad supported, has an independent editorial commity and has some big name journalists. It's not a conventional news site that has breaking news, it's more a back to roots type operation that actually does research.

SOPA will break the internet. Australia has a free-trade agreement with the US which will essentially mean SOPA will be applied to Australian's in more ways than one. So I think a global wide Wikipedia blackout is a good idea.
