In such way, everybody can have a "fair say" even including the dead.
We can ask the same question but at higher and broader level: What is the limiting factors to innovations of a nation in the modern world? It is about an inherited identity of a nation and a dynamic changing one at same time. Then, the solution is being made according to definitions with nature of this dynamism, which is associated with other nations on the globe clearer and clearer everyday. Those same words (profound ones)that were used not too long ago, are re-defined in real time in its detailed contents, such as "government", "law", "equality", "social injustice", so on and so forth. Because of this fast changing nature in terms of realities and methodologies of modern society worldwide, the grand picture of any social phenomenon such as "social upheaval" vs "innovations" of a nation like America must be constantly fit into the global frame as a newly established habit of any nation including America. In doing so, we shall be feeling confident going forward in real time for the solutions made to the problems as a whole. In this case, it is about adjusting innovations in terms of scales and scopes that should be controlled to the points of weighed global strategic consensus collected fully and in real time.
Nobody should be feeling shameful if he or she contributes his or her idea to the humanity for nothing although such contribution is self-motivated, but again, humanity oriented. Period!

The difference is that a "new concept forming time" (NCFT) is significantly reduced. However, at same time, much more new concept must be absorbed by a thinker before a true new concept(s) or theory can be formulated. Now, the basic unit of conceptual content is a Codon, one "(LCP)", LawConceptPhenomenon. Therefore, to complete setting up human knowledge library, the first thing is to digitize all the books, documents, etc like what Google is doing. However, the most significant will be the things afterwards, which are that conceptualization of all the contents from the digital contents, or called "Codonization". Once it's done, such condonized system will provide spontaneous reasoning mechanism like combined brain powers from all the experts in the world. A mechanism can be set up to check validity of sources, which can be called "Concept Match". In pure mathematical reasoning, such mechanism has been set up. For instance, if somebody say "1+1=3", a computer can tells you that based on the law of arithmetic’s, "1+1" should be "2", unless you are following different rule, or say that you are talking different thing other than "law of arithmetic’s", most likely, a free will which needs further definition (some "creative" un-common sense. Anyway, a analogy from an extended line of reasoning, a general theory has been proposed, which is named "Codonology"...... Now and again, we, every intellectual, must ask the simple question: What is an idea or a concept? Where and when is each one of them originated from? Then, the big question: who should have an exclusive "Right" for a specific idea or concept or design, etc.... and how much the "right" should be socially responsible to, meaning the weight as a significance for the right to be legally established......
Along the extended line of reasoning from the topic, personally, I have some serious thought. It is called "Codonology" at www.Codonology.com
I think it will make sense to everybody if look at such matter this way: sue somebody from our society just for our imperfect intelligence as a whole at this cross road of human civilization.
Originality of any idea must be considered in the background of history of all ideas that have been published, globally or locally, throughout the whole human civilization. Before the information age (say 10-20 years ago), it had been close to impossible to check the actuality and truthfulness of any individual idea's originality, but almost blindly accepting the confirmation statement from the mainstream media, which were always presented in the form of writing on paper or non-digital formats (microfilm, etc.). The difficulty to access the ultimate source for confirmation by any individual reader was generally too great to overcome. As a result, the myth of originality of many ideas had to remain. Nowadays, the new tools, such as Internet and powerful computers, bring us some hope in terms of ending the myth of originality for any individual idea. However, philosophically and technically, one great leap must be made in order to truly materialize this "originality checking"
