As Mike mentioned, the solution is of dubious legality and the far worse problem is that this is adding laws to close loopholes in other laws, which makes for more papers to read through for normal citizens to not understand, lawyers to abuse and for judges to carve out to meaninglessness.

You need to keep the number of laws to a minimum regardless of economic and social policies. If that was in fact, possible, there would be no problem, since the assclowns at the studios who do this on a regular basis (to the extent of even taking down their own material) would likely have learned their lessons after a few lawsuits.
