Essentially, it means that if you aim at an area where you are supposed to hit, and miss, then it's different to if you were always trying to hit an area you shouldn't. It's not really relevant here though, from what I can tell. ( here, the allegation is that they were deliberately aiming at the head) Nor is it a reason to let someone off completely- train them to aim better perhaps.

The Bilderberg Group tells us who they are, when and where they meet, what their purpose is, and in broad strokes what they discuss. Referring to it as some sort of secret society strains credibility. Their stated purpose obviously makes very good sense for people in their position. Which is more likely: They are what they say they are and what we'd expect them to be, or everything we see about them is an illusion and they're actually running our lives and planning our destruction? Beware any conspiracy theory that claims to predict future events. Not one has ever been right.

I'll be sitting there laughing my butt off.

And your reality distortion field as to what the revenues as a musician are/have been is incredibly strong. How many parents did you hear tell their children to take up a career as a composer/musician? Ever wonder why that is? Because it's a tough business and that's fine. But nowadays we have to deal with cheapskates such as yourself which is not making this market any better.

The Federal Air Regulations (Part 91.79 ) specifies a minimum altitude over towns, congested areas, congregations of people, etc., for fixed wing aircraft of 1000 feet over any obstacles within 2000 feet horizontal distance. In open country, or over water, the requirement shifts to 500 altitude, or 500 feet "from any person, vessel, vehicle, or structure."
