You want liability all the way down to some homeless person who doesn't even have electricity, and punish 99% of the entire population by restricting their rights and/or fining and throwing them in jail because a few  % of outliers do the actual infringing, which doesnt even have a significant impact on anyone's bottom line anyway (see: several BILLION DOLLAR GROSSING movies THIS YEAR ALONE.)]]></content:encoded>

If so, then no, I don't have the default position that all drafts should be made public. I don't know much about diplomacy, but it seems self-evident to me that not every international agreement is or should be crowd-sourced in the way that some of you think it should be. I don't think that's practical. But as a general matter, I think transparency is good. I'd need a more specific situation to give you a more specific answer. These particular proposals are quite open to the public, so it's strange that you guys aren't acknowledging the positives of that.]]></content:encoded>

  1)Copyright law needs reform, with an eye toward a balance between encouraging content creating, protecting the public good.  <br />
  2) Businesses need to review what is in their own best interest. <br />
    A)Are they punishing their paying customers attempting to fight piracy?<br />
    B)Are there ways to increase profits while ignoring piracy.<br />
    C) Are they ignoring potential markets, by failing to give the customer what he wants, when and how he wants it?<br />
