Case in point:  I have a Galaxy Nexus with Google Talk on it, and Hangouts waiting as a downloadable update in the Play store. <content:encoded><![CDATA[The issue with tethering is My wife's smart phone browsing the same web pages and watching the same videos will consume 1/10th the data because the viewing experience is targeted towards the device being used.<br />

My home Internet was out for a week and my wife had to use her data plan for everything. We both made heavy use of her phone for FaceBook, reading the latest news, watching new YouTube posts. <br />
<br />
The data consumption was under 300MB that month. I can blow through that in one night on my computer doing nothing but browsing the web, no Media streaming, no file downloads.<br />

That is mostly because of ads. I now use ad-block for Chrome for other reasons, such as CPU usage, but at the time, I did not have that addon.]]></content:encoded>

The problem is that a few stray photons from that night bounced around and were tracked out to our area and landed somewhere in the general vicinity. Because of that, those photons could have landed on a camera phone lens. Everyone has to cough up all phones, cameras, webcams, recording devices, laptops, netbooks, storage devices, and whatever else that could potentially have recorded one or two photons. 1. Suspect demanded to meet at place of his choosing (apparently so he wouldn't be scanned for weapons)<br />
2. Suspect was mixed martial arts trained<br />
3. Suspect had previous history of violence, including putting a man in the hospital over a parking space dispute<br />
4. Suspect lunged with a knife, wounding a LEO<br />

Sorry, if I'm a gun-toting LEO and a suspect is stupid or dangerous enough to successfully attack me with a knife... even a scratch, I think it's perfectly appropriate to go all "Rambo, First Blood" on them. At that point I see it as "him or me", and I vote "me".<br />
<br />
High school kids and water balloon pranks? Not so much. Any sensible officer would have done some quick sanity checks to make sure it really was water, maybe help identify the pranksters, make sure nobody had gotten hurt, then just offer to "be on hand" for school officials to do their job. If the students really were violent or dangerous, that would become evident pretty quickly.<br />

It would probably be appropriate to "educate" the educators as to the difference between law and school policy, and what level of response is appropriate for each.]]></content:encoded>

1) All financial records of officers must be made available<br />
2) Officers must attended therapy sessions and be removed from duty if they are mentally unfit<br />
3) All police activity must be video and audio recorded (any missing data would result in the immediate dismissal of anyone remotely involved, including superiors)<br />
4) Weekly drug tests of every officer<br />
5) Monitoring of all officers email, texting and phone calls<br />

I am sure there are additional solutions, but these should be implemented as a start.<br />
