In most cases, people can access worthwhile content online at a computer. They're looking to mobile phones for what they've always looked to mobile phones for: as a communications device. While there is some fit for broadcast-style data, it's not going to make anyone rush out to buy a phone. It's the ability to communicate that makes a mobile phone worthwhile - and therefore, the answer to "who will supply content for a mobile phone" is probably the end user.
