Thai Government Spamming

While governments and companies around the world try to figure out ways to stop the spam problem (both email and text messaging spam), it seems that the message hasn't made it to Thailand. There, according to this short blurb, the government has decided to spam all 20 million mobile phone customers in the country who have text messaging available on their phones. What could possibly be so important that the government feels the need to spam everyone? SARS outbreak? War? Nothing of the sort. It's the local version of NAFTA, the Asia Pacific Economic Cooperation free trade agreement - which I'm sure most people couldn't care less about. However, they'll be forced to, because the government is going to spam their mobile phones.
