WiFi Legal In Philippines

There was a flurry of attention a few months back when someone noticed that the 2.4 GHz spectrum in the Philippines was not open for use, thanks to some obsolete laws. As expected, a little bit of outcry, some discussion and the laws have been changed, meaning that WiFi are now legal for use in the Philippines. Of course, it sounds like there are still quite a few restrictions on use - including the fact that you need to pay a registration fee (about $10) to set up any indoor WiFi access point. Outdoor access points will require a license. Doesn't sound particularly open to me. Thanks to BoingBoing for pointing this out, though, their analysis seems to assume that WiFi has been completely legalized.
