NTSB Backs Ban On Mobile Phone Use For New Drivers
The National Transportation Safety Board is suggesting that, rather than a complete ban on using mobile handsets while driving, states should immediately pass laws banning young drivers from driving-while-yakking. The idea is that young drivers are still inexperienced and need to concentrate on the road with even more attention. My guess is that this was just a more politically viable move than recommending an outright ban.
