FCC Continues E911 Double Standard

The FCC has proposed fining rural wireless operator Dobson Communications $750,000 for missing deadlines to implement emergency 911 systems -- you know, the same deadlines the FCC pushed back repeatedly and the ones they let some carriers ignore. This apparent toughness by the commission continues to obfuscate the fact that roughly half of the country's 911 call centers haven't upgraded their equipment to handle the location information from cell phones, preferring to spend the money collected for it on things like winter boots and ballpoint pens. What's the point of "getting tough" with carriers when it's the 911 centers that need the kick in the behind?
