  Interesting how the exceptions break down: there it's age-based (so somehow those with predictably slower reaction times are more suited to being allowed to blether while they drive), while over here in the UK it's hand-holding of mobiles that's illegal (as apparently one's concentration-levels are "acceptable" or "normal" when not holding it to one's ear)...
  
  I still don't see any law that *fairly* recognizes the simple fact that in pedestrian/vehicular accidents it takes two to tango, and that a pedestrian too busy yakking on its phone to heed a red light at a crossing is at least as culpable as any driver.
